Deployment of expanded WAR with context.xml fails

Description

The TomcatCopyingInstalledLocalDeployer handles expanded WARs in a special way by just copying their context.xml (if present) to the server's context directory. This is a nice idea as it avoids the IO of a full copy but when taking the context.xml out of the WAR the deployer needs to ensure its docBase attribute points at the original WAR directory. Without this attribute being set (and it must not be set for META-INF/context.xml), the server makes a wrong guess of it.
